都指国家机构的局,意思区别真的很难说:
比如:

国家环境保护总局(State Environmental Protection Agency)
北京市环保局(Beijing Environmental Protection Bureau)

荷兰外国投资局(The Netherlands Foreign Investment Agency)
芬兰投资局(Invest in Finland Bureau)

Bureau:
