arcgis创建企业级地理数据库哪个工具

在ArcGIS10.1、10.2环境下，用户在创建企业级地理数据或者启用企业级地理数据库报如下错误
"Failed to create stored procedures in the geodatabase. Error (-51)
DBMS error code: 4043
ORA-04043: object INSTANCES_UTIL does not exist

原因：
当使用ArcCatalog已经创建或者启用了地理数据库后，在同一个Session下，不能创建或启用新的地理数据库，但是可以再同一session下创建User Schema
