苏米M31式9mm冲锋枪是由芬兰的艾莫·约翰尼斯·莱迪在其设计的m26式冲锋枪(发射7.65mm帕拉贝鲁姆手枪弹)的基础上改进而成的。1931年正式装备芬兰军队,命名为m31式。

除芬兰外,瑞典和瑞士军队也装备过该枪。

苏米M31式冲锋枪采用大容弹量弹匣或弹鼓供弹。值得一提的是,后来苏联的PPSH41冲锋枪的71发弹鼓就是仿自苏米的,结果名扬天下,射速较高,射击精度较好,尤其是连发射击时非常稳定,但全枪质量——较大,枪管较长。这也是早期冲锋枪的特点,当时冲锋枪的发展各有侧重,机动性和火力是不能同时满足的,苏米满足的是火力。在苏芬战争中,曾有一只苏米连续射击3000多发的战斗记录,这和其重型枪管的优秀性能是分不开的。

苏奥米M31式冲锋枪采用自由枪机式工作原理,开膛待击。枪机与m26式的枪机完全不同,枪机前有一个固定击针,枪机后端有一个复进簧孔,保险和快慢机位于扳机护圈的前方,扳到最前方位置为连发射击,中间位置为单发射击,最后方为保险。在保险位置时,可将枪机锁定于前方或后方位置。

该枪配用20发、36发、50发弹匣,以及40发或71发弹鼓。枪托为木托,有的还配用两脚架。
